VILLAGE OF ASHKUM
MINUTES OF BOARD MEETING
OCTOBER 18, 2011

The Ashkum Village Board met Tuesday, October 18, 2011 @ the village hall. Present were Paul Heideman, Donna Schmitz, Ed Tholen, Jeff Hanson, Jeremy Beherns, and April Lyons. Treasurer Krystal Alberts was also present. Trustees Jason McKee and Russ Hull were not in attendance.

President Heideman called the meeting to order at 7:00 p.m.

Clerk Donna Schmitz read the minutes of the September 20, 2011 meeting. Jeff Hanson moved to approve the minutes as read, seconded by April Lyons and the motion passed.

NEW BUSINESS
President Heideman recognized treasurer Krystal Alberts who gave the treasurer’s report for September 2011. Ed Tholen moved to approve the report as read, seconded by Jeff Hanson and the motion passed. April Lyons moved to present the bills to the Finance Committee seconded by Jeremy Beherns and the motion passed. Finance Vice Chairman Ed Tholen reported expenditures of $10,009.96 in the General Fund; expenditures of $7,044.84 in the Water Works Fund; and expenditures of $1,748.65 in the Motor Fuel Tax Fund. The total expenditures in all funds were $18,803.45. Ed Tholen moved to pay all September bills in the usual manner, seconded by April Lyons and the motion passed.

Treasurer Alberts reported although concern was expressed about whether there would be enough funds in the Water Works Fund for the payment of the water filtration loan, there will be money left after the loan is paid and the transfer is made to pay the September bills. Krystal also reported we received a check from the state in the amount $6,250, which is grant money to be used for the replacement of the water meters.

President Heideman brought the following before the board for discussion and/or action:

    -Tyson Engineering sent copies of the Plat of De-annexation we had      requested and it will be forwarded to our attorney for his legal      opinion.
    
     -Mike Sabol, village attorney sent copies of the new ordinance      concerning training and hiring standards of part-time police officers.      The ordinance was originally passed August 16, 2011, but the Illinois      Law Enforcement Training Standards Board did not like the wording,      so the changes were made and this ordinance must be passed. After      a short discussion, Ed Tholen moved to approve Ordinance 2011-07      AN ORDINANCE CONCERNING TRAINING AND HIRING      STANDARDS OF PART-TIME POLICE OFFICERS, seconded      by Jeff Hanson and the motion passed by roll call vote. Lyons, aye;      Beherns, aye; Hanson, aye; Tholen, aye. Trustees Hull and McKee      were not in attendance.

    -Halloween Trick or Treat hours were discussed. Ed Tholen moved      to set the hours for October 31, 2011 from 5:00 pm – 7:00 pm,      seconded by April Lyons and the motion passed.

    -A letter was received from the Clifton Food Pantry asking for      Christmas donations. April Lyons moved we donate the usual amount      of $500, seconded by Ed Tholen and the motion passed. Ed Tholen      moved we donate the usual amount of $100 to the Fox Development      Center, seconded by April Lyons and the motion passed.

    -At the October 3rd meeting, one of the topics to be discussed was      trees needing to be trimmed or removed. Since there was no quorum,      no action could be taken, however Russ was advised to call Marquis      Tree Trimming and action would be taken at this meeting. The trees      have been trimmed and several dead trees in the park were felled.      Another tree taken down was near the Catholic Church. Mr. Marquis      advised Russ if the village purchased two trees, he would donate one      to the village. The trees were purchased and have already been      planted. Although this is after the fact, action to approve the work      must be taken at this meeting. Ed Tholen moved to have the trees      trimmed and removed if necessary, seconded by Jeff Hanson and the      motion passed.

OLD BUSINESS
President Heideman reported he received paperwork from Joe Mikulecky of the Farnsworth Group. Copies of the Loan Disbursement Request for processing with the IEPA required his signature and then are to be sent to the IEPA for payment consideration. The request and the supporting documents are for reimbursement of the $13,594.48 the village has paid to the Farnsworth Group. Ed Tholen asked if we had to request the money if they could use the money as payment on our loan. President Heideman will contact Mr. Mikulecky regarding this matter.

COMMITTEE REPORTS
Trustee April Lyons had no report, but suggested village residents be advised they should not be burning leaves on windy days. April also reminded members Maintenance Supervisor Russ Schoon’s anniversary date is in October and an increase should be considered. Because it was not on the agenda, action will have to be taken at the November 7th board meeting.

Trustee Jeremy Beherns had no report.

Trustee Jeff Hanson had no report.

Trustee Ed Tholen had no report.

Clerk Donna Schmitz had no report.

As there was no further business to come before the board, Ed Tholen moved to adjourn the meeting at 7:48 pm, seconded by Jeff Hanson and the motion passed.

The next scheduled regular meeting will be Monday November 7, 2011 at 7:00 p.m. at the village hall.
