VILLAGE OF ASHKUM
MINUTES OF BOARD MEETING
JULY 5, 2011

The Ashkum Village Board met Tuesday, July 5, 2011 @ the village hall. Present were Paul Heideman, Donna Schmitz, Ed Tholen, Jason McKee, Jeff Hanson, Jeremy Beherns, and April Lyons. Maintenance Supervisor Russ Schoon, Village Attorney Mike Sabol and Mack Berry from The Advocate were also present. Trustee Russ Hull was not in attendance.

President Heideman called the meeting to order at 7:00 p.m.

Clerk Donna Schmitz read the minutes of the June 21, 2011 meeting. April Lyons moved to approve the minutes as read, seconded by Jason McKee and the motion passed.

NEW BUSINESS/VISITORS,
President Heideman recognized Village Attorney Mike Sabol who delivered three ordinances and a resolution which required action by the board. The first ordinance discussed was the 2011-2012 Appropriation Ordinance. After reviewing, April Lyons moved to approve Ordinance #2011-02, 2011-2012 APPROPRIATION ORDINANCE, seconded by Jeff Hanson and passed by a roll call vote as follows: Beherns, aye; Hanson, aye; Lyons, aye; McKee, aye; and Tholen, aye. Trustee Hull was not in attendance. The second ordinance discussed was the prevailing wage ordinance. After reviewing, Jason McKee moved to approve Ordinance #2011-03, PREVAILING WAGE ORDINANCE, seconded by Jeremy Beherns and passed by a roll call vote as follows: Beherns, aye; Hanson, aye; Lyons, aye; McKee, aye; and Tholen, aye. Trustee Hull was not in attendance. The third ordinance discussed was The Flood Damage Ordinance. Mr. Sabol reported the ordinance was reviewed by a representative from FEMA and has met their guidelines for federal insurance. After reviewing, April Lyons moved to approve Ordinance #2011-04, THE FLOOD DAMAGE ORDINANCE, seconded by EdTholen and passed by a roll call vote as follows: Beherns, aye; Hanson, aye; Lyons, aye; McKee, aye; and Tholen, aye. Trustee Hull was not in attendance. The next item Mr. Sabol presented to the board for action was an Identity Protection Resolution that is required by law and must be passed. Every elected official, every appointed official, and all employees must be given a copy of the resolution which states the village will not release their social security number and personal information if asked. The employee must sign and date their copy of the resolution and the signature portion has to be kept in their personnel file. After discussion, Jeff Hanson moved to adapt 2011-02R THE IDENTITY PROTECTION POLICY RESOLUTION, seconded by Jeremy Beherns and the motion passed. President Heideman asked Mike to review and give his legal opinion on the ordinance left by Joe Mikulecky at the last meeting. Mike agreed to review the ordinance, and upon questioning, also agreed to talk to Jim Glenn from the Planning Commission about the burning ordinance they have been working on.

President Heideman recognized Maintenance Supervisor Russ Schoon who reported on the following:
    -The broken tile on Charles Street has been fixed
    -The catch basin on Charles Street has been fixed
    -The catch basin on Main Street has been fixed

    -Asked if the board was still thinking about purchasing a small truck to      save mileage on the new truck. After a lengthy discussion, Russ was      advised to keep track of the gas usage and mileage on out of town      trips for the next three weeks. If a savings would be recognized due      to the cost of gas and a deal comes along, the purchase of a smaller      truck will be considered.

    -The salesman from Midwest Meters reported the company may      extend its pricing offer past the June 30th deadline.

    -Tarring and chipping will be starting on Thursday.

    -Upon questioning, Russ reported there were no pictures taken of the      graffiti in the bathroom at the park, and the ceiling could be painted,      but the diaper changer cannot. Russ also responded he had not      checked with the people who would not allow him in to check their      water meters. He would take care of the matter in the near future.

COMMITTEE REPORTS
Trustee April Lyons had no report.

Trustee Jeremy Beherns had no report.

Trustee Jeff Hanson inquired whether we were holding off on purchasing the property discussed at the April 4th meeting. After checking if the property was still for sale, Jason McKee suggested someone attend the next Township meeting with the numbers they needed before they would consider a joint purchase with the village.

Trustee Jason McKee recommended we wait until fall for street sweeping and everyone was in agreement. Jason reported the catch basins need to be cleaned out and Main Street curbing need attention because they are looking bad.

Trustee Ed Tholen reported a drive through the village checking on unlicensed vehicles was conducted and has a list of addresses, but names are needed before our police officers can check them out. President Heideman will review the list.

President Heideman reported on the damage done by a farmer on Bank Street. Before a check can be submitted, they are waiting for Grosso to give a cost for tarring and chipping the damaged area.

President Heideman also reported Kaleb Kraft has been hired as a part time officer to replace Timothy Kent who had resigned last month.

As there was no further business to come before the board, Ed Tholen moved to adjourn the meeting at 8:14 p.m., seconded by April Lyons and the motion passed.

The next scheduled regular meeting will be Tuesday July 19, 2011 at 7:00 p.m. at the village hall.
